City of Lancaster - GIS Specialist

The City of Lancaster is hiring for a GIS Specialist.  This position works directly with and under the direct supervision of the GIS Manager to perform system maintenance, develop mapping and asset management products, training and technical support for city Geographic Information Systems (GIS) and Asset Management Systems.  This individual should be able to adapt to a fast-paced environment that is constantly progressing and evolving while communicating openly with stakeholders.  This position has no supervisory responsibilities.
 
ESSENTIAL FUNCTIONS 
Perform regular system maintenance and upgrades of GIS & Asset Management systems.
Establish user accounts and apply proper rights and limitations. 
Occasional collection of GPS data in the field supporting several City Departments. 
Creation and maintenance of appropriate GIS maps and applications for City personnel. 
Maintain data integrity of geodatabases and ArcGIS Online datasets. 
Assist City personnel on application development, use, training, and issue resolution.  
Assist City personnel with creating reports, dashboards, and data visualizations from various data sources. 
Create printed maps using departmental templates. 
Create and maintain standard operating procedures and process documentation for projects. 
Perform needs assessments for new projects, working with City stakeholders to ensure all needs are met as agreed upon. 
Give regular status updates on projects to City stakeholders and elected officials. 
Responsible for balancing and prioritizing many projects simultaneously under the guidance of the GIS Manager. 
Attend various training and seminars that further the individual’s knowledge of GIS and Asset Management. 
Perform other duties as assigned, as related to the essential functions and to ensure the efficient operation of the GIS and Asset Management programs.   
MINIMUM QUALICATIONS
Candidate must show skill in operating a personal computer and tablet devices utilizing a variety of software, operating systems and applications.
Bachelor’s degree in GIS or related field.  A combination of education and experience in working with GIS and Asset Management platforms will be considered at the discretion of the GIS Manager. 
Experience using ArcGIS Pro, ArcGIS Online, OpenGov Asset Management (or other Asset Management Software), Microsoft Office Products, Microsoft SQL Server, Windows Operating Systems, python and arcade scripting languages.
Experience performing spatial analyses using data collected from various sources; GPS, As-built drawings, orthophotography reference, etc. 
Ability to effectively communicate via email, written documents, and ability to give public presentations. 
Must possess a valid Ohio Driver’s License and be insurable under the City’s Liability Policy to operate City equipment and vehicles.
This employee must successfully pass a pre-employment physical examination, drug test, criminal background investigation and driving record check.
